Phase I of the museum will be located on land owned by the Historic Handley Development Corporation (HHDC) at the corner of Handley Drive and East Lancaster Avenue. This blighted property will be transformed into a community park and display of restored railroad equipment. HHDC currently has a restored caboose at this site that is open to the public during the Annual Handley Street Fest and Car Show.
Upon completion, in addition to the display, the Union Pacific Railroad will conduct a series of lectures for adults and children from a platform observation deck connected to the caboose. These lectures will coincide with the passing of specific trains, allowing safe viewing of passenger and freight rail transportation. In 2010, HHDC will be working to relocate a rail passenger car that has been pledged to HHDC, complete an audio visual lecture series about Handley and the railroad, and establish an endowment for the museum.
